The Office of the Commissioner of the Revenue is a constitutional office of the Commonwealth of Virginia and the County of Mathews. The Commissioner is elected every four years and is the chief tax assessor for the locality from which they are elected. The Commissioner is responsible for maintaining real estate ownership information and for overseeing the Tax Relief Program. The Commissioner is also responsible for accurately assessing all personal property, including the discount for high mileage, and for overseeing the State income tax filing process in Mathews County .

Mathews County Real Estate Reassessment

The County of Mathews has begun the process of reassessing all real property. This general reassessment, which is required by law, will be effective January 1, 2011. The reassessment is being performed by Wampler Eanes Appraisal Group, Ltd. from Daleville, Virginia. The reassessment of the approximately 12,000 parcels will cost $205,000.
The entire process will take approximately 18 months to complete. First, a complete real estate sales study of Mathews County for the past 18 months will be performed. This study will determine the values that will be applied to the different classes of property. Each property in Mathews will be visited by an assessor who will view the property, measure all of the structures and improvements, take photographs and determine the GPS reading at the front door of the dwelling or commercial building. The assessors will not enter dwellings to view the interior. The buildings will be graded as to quality of construction and the fair market value will be determined. If the assessor visits the property and no one is home, he will leave a door knocker with contact information in case he needs more information or in case the taxpayer may need to ask any questions.
After the listing and pricing of properties has been completed, each landowner will receive a notice of reassessment. At this time, the assessors will hold hearings at which anyone who has questions or issues that they wish to discuss will be heard. At the completion of the hearings, the assessor will finalize the reassessment and sign it over to the Commissioner of the Revenue.
After the reassessment has been completed, the Judge of the Circuit Court of Mathews County will appoint a Board of Equalization, consisting of Mathews County citizens who own land in Mathews County. This board will hold hearings and anyone who has questions or issues can meet with the board to discuss them. This board has full authority to adjust any assessments to assure a fair and equal reassessment. The length of term of this board is determined by the Circuit Court Judge. Any person aggrieved by their assessment may appeal to the Circuit Court for relief by no more than three years after the effective date of the reassessment.
